Monroe County Recreation and Youth Center



It is the intent of the Monroe County Recreation Department to offer facilities and programs that meet the high standards that the Monroe County Community is entitled to.  Use of the facility and Park by families and residents of all ages is strongly encouraged.  The following guidelines have been established to help operate and maintain the Youth Center and Park to meet the goals established by the Recreation Board, and the Monroe County Commissioners.  Please feel free to comment on any problems you may have and to report any acts conducted by individuals or groups that jeopardize or intimidate the users of the facility.

The following general rules and guidelines are for the safety and enjoyment of those using the center and Park:

  • Youth under 12 years old must be accompanied by an adult in all areas of the facility, unless they are participating in an organized program or activity.
  • Alcoholic beverages are strictly prohibited.
  • Youth Center and Park is a drug-free facility.
  • People under the influence of Alcohol/Drugs will be prosecuted.
  • The Youth Center is a tobacco free facility. No smoking or tobacco around playing fields or playground. Designated areas are posted throughout the park.
  • No pets are allowed except those assisting a person with a disability or if a special program (i.e. police canine presentations or other demonstrations) is scheduled.
  • The Recreation Department is not responsible for any lost or stolen articles.  Please do not bring valuables into the facility.
  • No food or beverage in the gym (except when concessions is opened for scheduled games) or exercise area. Bottled water is allowed in the exercise room.
  • No spitting, chewing tobacco, or gum permitted in the facility.
  • No book bags allowed in the gym or exercise room.
  • Tennis shoes must be worn on the gym floor.  No cleats, dress shoes, or flip flops allowed while playing. Shoes are required to be worn at all times while in the facility, unless designated by the activity or program instructors.
  • Proper behavior is required at all times in the facility.
  • The following activities are not permitted and will result in suspension, expulsion, or termination of use of the facility and Park.

*Fighting

*Stealing

*Property damage or vandalism

*Unauthorized pets.

*Disorderly conduct

*Horseplay  

*Littering

*Failure to abide to policies

  • Each area has individual guidelines for your safety and enjoyment.  Please follow these guidelines which are posted.
  • Participating in the facilities, activities, programs, and equipment is at your own risk.  If you need help or assistance please ask a member of staff.
  • We recommend that any individual involved in strenuous activity carry appropriate identification in case of emergency.
  • The Recreation Board, Monroe County Commissioners reserves the right to add, amend, or delete rules as necessary.

Please Note:  Participation in any physical activity has possible inherent and unforeseen risks which include injury or death.  Anyone using the facility must be aware of this fact, assume the risks and be responsible for taking proper precautions.

We will try to keep a portion of the gym available for open gym.  However, on occasion, all areas may be needed for programs, leagues or special events.  Please keep in mind these rules are meant to ensure a comfortable, safe atmosphere for everyone.  Please be courteous and respectful of others and the facility.

Dress Code:

  • Shirts must be worn.
  • Shorts, sweat pants, or warm-ups must be worn.
  • Proper footwear is expected, no bare feet.
  • Tennis shoes must be worn on the gym floor. (Playing surface)
  • Towels are suggested to wipe off excessive sweat (excess sweat can accumulate on the floor and cause slipping).  Towels will not be provided by the Youth Center.
  • “Busting Slack” is not allowed.
  • Participants must wear clothing without any undergarments visible.

General Rules:

  • For all open gym a sign in sheet will be available.  You must sign in and out at all times.
  • No food or open beverage containers allowed except when concessions is open for scheduled games. Please put trash in the proper containers. Recycling containers are available for plastic bottles and cans.
  • No glass containers.
  • No foul language.
  • No spitting.                                        
  • Gambling, fighting, threatening, or indecent conduct will not be permitted.
  • Children 12 and under must be supervised at all times.
  • The Youth Center is not responsible for loss of stolen items.  We recommend you leave your valuables at home.
  • Be aware that others will be using the facility.
  • Only radios with head sets are permitted.
  • Youth Center Staff reserves the right to resolve all conflicts during play on the gym floor.
  • Any disputes over times, players, games, and procedures are to be brought to the Youth Center staff.
  • When a session has ended, PLEASE leave the floor promptly so the next scheduled activity can begin.
  • All equipment is to be used in the proper way.

*No kicking or sitting on Basketballs or Volleyballs

*If using MCRD equipment, it is to be returned to the proper place following use.

*Dunking or hanging on the basketball rims is prohibited.

*No hanging on volleyball nets.

  • An inappropriate use or abuse of the Center or equipment may result in termination of privileges.
  • Good sportsmanship is expected for all activities.  The Youth Center Staff reserves the right to eject anyone not following the rules.
  • Only the following sports may be played and/or practiced in the gymnasium:  basketball and volleyball unless designated by the staff.
  • No organization practices except Recreation Teams unless approved by the Staff of the Recreation Department.

Exercise Room:

  • Sign in and out on designated form.
  • Report any equipment defects to staff.
  • People under the age of 18 must be accompanied by an Adult.
  • No one under 16 allowed to use exercise equipment.
  • Please limit use to 10 minutes when others are waiting.
  • Limit 6 people at a time utilizing the room.
  • Please do not clink weights.
  • Only lift what you can lift.
  • Stretch and warm-up prior to use.
  • Be courteous of others.
  • No foul language.
  • No Food, Drinks (except bottled water) allowed

Monroe County Youth Center and Park Disciplinary Actions

                        Verbal Warning First Offense Level 1,2,3

Level 1:  One Week Suspension from Youth Center & Park

·         Sign In & Out Procedure (Youth Center)

·         Dunking/Hanging on Rim (Youth Center)

·         Food or Drinks in Gym (Youth Center)

·         Gum in Gym or Exercise Area (Youth Center)

·         Inappropriate Shoes in Gym Area (Youth Center)

·         Busting Slack

·         Refusal to adhere to Youth Center Schedule (Youth Center)

·         Any violation of Exercise Room Policies

Level 2:  Two Weeks Suspension from Youth Center & Park

·         Unauthorized Pets

·         Horse playing

·         Littering

·         Dress Code

·         Smoking/Tobacco (Outside of Designated Area’s)

·         Spitting (Youth Center)

·         Book Bag in Unauthorized Area (Youth Center)

Level 3:  One Month Suspension from Youth Center & Park

·         Gambling

·         Disorderly Conduct

·         Indecent Conduct

·         Profanity

·         Banging/Clinking Weights (Youth Center)

Level 4:  Suspension Indefinitely from Youth Center & Park

Event will be documented and presented to the Recreation Board. Recreation Board will determine length of suspension, probation periods etc. Recreation Board decision is final.

·         Drugs

·         Alcohol

·         Threatening Comments

·         Fighting

·         Stealing

·         Bullying

·         Property Damage/Vandalism

·         Hostile verbal or physical confrontation toward any member of recreation staff, fan, official, referee, coach.

Parents will be notified of Disciplinary Actions by way of phone call and Disciplinary Slip that will be required to be signed and returned to the Youth Center upon completion of suspension.
